Confused about text in catty...ultimate size vs. harvest size

I'm looking at Pinetree's description of a bean, and it says this:

Pods grow to 9 inches in length and yield is continuous from mid-summer to the first frost. Picked young, they are among the tastiest of green beans.

Does this mean that you should harvest them BEFORE they get to 9 inches? If so, what is the best size at which to harvest?
