What would you cover at 39 degrees?

I have I have basil, tomatoes, peppers (banana and I think Anaheim), oregano, nasturtium, squash (lemon and summer squash), and scarlet runner beans.

But here's the other issue...it's windy. Any cover will also knock against the plant. If it doesn't need to be covered it could damage the plant needlessly.

I don't have enough support/frame to ad protection for the basil, which I know at least the leaves would be affected. I could cut them down and put buckets over them so they'll grow back...not sure if it's better to leave them as is or cut and cover them.
