returned 'found ' items

A while back (years) a discussion as to the proper manners when taking discarded items off of curbs ensued here. Should one ask the home owner or not? Opinions varied, greatly. Yesterday I heard one and am still SHOCKED! Our city was having their annual curb side pick up of larger items, i.e. tv's,stoves and the like. Each home owner is allowed two items. My friend is moving and had many items to choose from for disposal. She put an old wood burning stove on the curb and that night, after dark, someone claimed it before the trash collectors came by. The next day AFTER the trash pick up, again in the dark of night, the stove was returned with a note, "Thanks but it did not fit" stuck to it. What is wrong with people? You don't TAKE other peoples things and then return it at THEIR expense. She had no choice but to put FREE on it and hope someone else would want it. As you all would guess someone else promptly took it, again. The only question is will it be returned AGAIN?
