When do primocanes emerge on blackberries and raspberries?

I planted caroline, kiowa, and triple crowns in the fall. Blackberries have grown 1-2 fruiting shoots, which are starting to have buds now. Caroline started to grow from buds on the canes early spring, and got hit by some frost, and canes appeared dead, so I cut them to the ground about a week ago. When will new canes emerge on plants, I do not see any sign of new canes, but fruiting leaves look pretty healthy. I hope the caroline will still produce a little fruit this fall, I am planing on pruning them for fall only crop anyway.

My best guess is new canes emerge during or after fruiting, and sooner on the berries that I cut to the ground, is this the case?
