Asparagus, for next year?

Our gus has been in (I think)5,4and 3 years. This year was the first time I mulched with chopped up leaves and also the first year I got asparagus beetles! The chopped leaves didn't break down into the soil, so my belief is that the beetles had a place to hide and mate.
We have worms galore and I also compost usually fall and spring. I don't know why the worms didn't do their thing with the leaves!
So, I'm thinking, when it's time to chop them back in November or so, pull BACK the leaves, do a dose of sevin, then cover with a few inches of compost and several inches of new soil (it has dropped about 6 inches since we started planting the gus). Does this sound like a plan?
