Harvesting green peppers

OK, I know this topic goes round and round, but no one ever really seems to pin it down so that it is clear to me.

I have 20+ plants all seem to be close to the same stage of developement, each plant has anywhere from 3 to 6, small but decent sized peppers on them, and lots of flowers and smaller developing fruit, so do you pick them when they are this size? And if so, will this promote more fruit setting? Should you pick just a few (to thin them out) or pick all of them? Does it matter?

thanks for some feedback on what has worked for you.

Preserving them is not an issue, as I intend to freeze whatever I dont use, within a few days of picking them.
