Help! My new apple tree is sick already (?)

I planted a Honeycrisp Dwarf tree just a couple of days ago, and now that it's leafing out, some of the new leaves look rather sick already.

I noticed a couple of small bugs (black, about 1/8" beetles or something like that) on them a few days ago, I snipped them off and haven't seen any since.

This looks more like some disease though, I would guess? What should I do -- if anything? Not all leaves look so bad, most look fine, indeed, but many have at least some brown/black on them. I'll be gone for 10 days after this weekend, so I don't have too much time for wait and see.

I bought some Fruit Tree Spray from Lowe's, but it seems mostly organic and I have some doubts about how effective it would be -- it says it's mostly preventative against fungus, wouldn't really cure it. It contains 70% Neem oil and 1% Permethrin. Should I use that or rather get something different, like Bonide or a real fungicide?
