Planning Fava Bean 'Green Manure' Compost for Fall Crop?

Hi there! I have read that fava beans are an excellent growing manure crop for wintering over, but I have no idea how to do this.

When would such a crop be planted? (I live in Los Angeles, we get occasional light frosts in my neighborhood from around Dec. 15 to Feb. 15)

Since my garden is only about 100 sq feet, would it be okay to just use a bag of store-bought dried fava beans?
