Is your area experiencing a draught? Try leaving a bucket out with some drinking water. It seems everything you mentioned contains a bunch of moisture.

Chipmunks! Do you see them running about? They are ferocious! Here they eat everything we grow, except leafy greens and beans. Last year, they got all the tomatoes (I had 15 varieties of heirloom varieties). This year they've eaten all tomatoes, all squashes, berries, potatoes, etc. I didn't bother with carrots, sice I knew the outcome...... Our vegetable garden is becoming a total waste of time and money.

Your trap may have been too large for chipmunks' size, so they ate the loot and ran off through the larger holes of a woodchuck/coon trap. The smaller chipmunk have-a-heart traps are efficient. A slice of overly ripe banana with a fat smear of peanut butter is effective bait. Place trap on ground amongst the squash leaves, where it's partly covered. Or close to an active burrow.

In case you have several different varmints eating your veggies, set both traps. Woodchucks (active all day) like apples. Racoons (nocturnal) like anything fishy, plus peanut butter.

In my area, chipmunks are not protected.

In my experience, a set-off havaheart trap that is missing the bait but empty = voles. I was trying to trap woodchucks with peaches in a havaheart trap and kept having the same problem. I started placing the peaches in weird locations so the "woodchuck" would have to trip the trap and stay in it. My final solution was to hang the peach from the top with a paperclip. I came around the corner to find a vole hanging by his teeth from the peach (he ran when he saw me). Culprit found!

Your teeth marks do look a little large for voles, so you may have chipmunks, voles and woodchucks (or some combination). To trap the voles, I recommend the Smart Mouse Trap, with the following instructions (from an old post):

"I had really good luck with a live-mouse (well, vole) trap called the smart mouse trap. It's a small green house with a really cool design. I had the best luck using peaches and peanuts as bait. I put a peach slice and peanuts in the bait section (you'll see once you have the trap) and threw a few peanuts in the main section, too. I placed the trap near the entrance to a vole hole or on one of their pathways, with a piece of cardboard laid over the whole trap. Be very careful on hot days. Once the vole is in the trap, it can overheat very easily (not a nice way to die). I set mine in early evening and checked every 15-30 minutes, depending on the temperature. It wasn't long before I caught voles.

Once you have the vole, you can dump it into a five gallon bucket for transport. They can't jump very high. I released mine on a grassy, seed-covered slope (with lots of ground cover), next to a road. Cattail areas are also good habitat. Just make sure it is far away."

For woodchucks, I REALLY recommend peaches (the most expensive, organic, ripe ones, if possible - they can tell the difference). If you have trouble catching it, I can give you tips (or search on woodchuck for the 150 post thread). I can catch a woodchuck in 30 minutes now!

Groundhogs love them. I've been having groundhog problems last year and this year. Racoons and rabbits too, after decades of veggie gardening with no problems. I just installed an electric fence with a run of low wires. Day three now and no piles of half eaten tomatoes on the ground.
