Fall Seedlings or Direct Sow?

Hi Everyone!

As some of you know, I am planning my very first fall garden and am needing help translating my local growing schedule. The fall schedules I have found all follow the basic suggestions of planting dates without much variation, but they don't indicate whether or not these are dates for planting seeds or seedlings. Can anyone shed some light on this for me please? These are the vegetables I have planned for the fall:

Miniature Pumpkins - July 15th

Potatoes - July 15th

Cucumbers - August 1st

Cauliflower - August 15th

Cabbage - September 1st

Carrotts - September 1st

Kale - September 1st

Lettuce - September 1st

Parsley - September 1st

Sugar Snap Peas - September 1st

Spinach - September 1st

Beets - September 15th

Additionally, how big does a seedling need to be before it is considered a seedling? It is rated in terms of weeks planted, height of the plant, roots established, etc?
