Planning for Potatoes for Next Year with Many ????s

I've never grown potatoes before. I recently bought a bunch of "baby" potatoes or I think they're called "fingerlings?", and I couldn't get over how good they were! They had a slight sweetness to them and seemed to be a mix of yellowish and red skinned varieties.

Are these just baby potatoes that will grow on to larger size, or are these small potatoes a special variety?

Can I just buy potatoes, cut them up leaving an "eye" on each piece and plant or do I need to buy "seed" potatoes?

When is best to plant (zone 6, just north of Boston) and can you plant a second crop mid-season for fall?

Finally, which ones would you recommend as the best tasting? I tend to like waxy potatoes better than the mealy type altho I do love a regular baked potato when the skin gets crunchy (I tend to eat them skin and all). I heard there was a blue variety and I'd kinda like to try that just for the novelty - no idea what they taste like!
