If the scape is completely done flowering then clip it at the base. Deadheading makes them bloom more, not harmful. You can also deadhead individual buds from the scape as they die off to tidy up if you have time.

These are probably seed pods. They grow when and where a flower was pollinated. You can wait a few weeks and harvest the seeds and grow them or just cut them off. There are more varities than Stella that are available.
