Tomatoes and peppers aren't growing

Hey guys,

I started my tomatoes and peppers around February this year and I moved them outside around the beginning of May. None of the pepper plants or tomatoes have really started growing. They have gained maybe 2 sets of leaves, but nothing else. Some tomato plants have gotten up to a foot tall and others still look like they did when I moved them. What gives? Shouldn't I be seeing flowers and the promises of veggies to come by now?

The bed I planted them in has a bunch of volunteer marigolds that I left in. I pulled any that were too close to the veggies, but I wonder if they're affecting anything? I didn't fertilize anything. The soil is in decent condition and it's hard to find organic fertilizers.

What's going on? Is this normal?
