When is my garlic cured?

I'm never quite sure when my garlic is cured and I can cut off the tops and roots. From what I've read, you're supposed to keep it the sun (or light shade/warmth) until the stems get tight. But that never seems to happen to me.

It's been a couple weeks since I harvested and the outsides of my stems are dry, but I know if I cut them off, the interior will be still "wet"/green.

Should I let them go longer?

Should I cut off the stems and let them dry in the sun for a few days?

I'm trying to get a very long storage life out of these and I want to try to cure them as optimally as possible.
