Do we need to line a raised vegetable garden?

Like many people this year, we planted a vegetable garden this year. After reading an article in the newspaper about lead in the soil around old home, we had the soil tested. With lettuce and the first cucumbers ready to pick, we discovered our soil was full of lead (almost 800 ppm). So we're going to have to scuttle the existing garden and try again in raised beds.

Doing some online reading, I couldn't figure out if the raised beds need to be lined with anything to create a barrier between the old soil in the ground and the new soil in the beds. We plan to build the beds about 24" to 30" high and place 3" to 6" inches of gravel or stone at the bottom for drainage.

Does anyone have a thought about whether we should use some tarp, or landscaping paper under the gravel?
