Pest management

Most things that I've seen dealing with pest management talk only about insects. Where I live (Tucson, AZ) we have chipmunks, ground squirrels, rabbits and javelin that eat everything that I plant. Raised beds work for the javelin. I've tried plants to repel the other things, surrounding my garden in chicken wire, putting a top over the vegetables, surrounding the plot in blood meal. Are there any suggestions of what to do? Nothing that I try keeps these things from destroying my vegetable crop. Thank you.
