Wit's end- hens not laying!!

I have a small flock of 20-25 hens and one lucky black bantie rooster. The majority of the hens we raised from chicks, a small number of them were older birds I took in when a friend had to get rid of them. I have not seen any steady egg production in a year. They are on a 16% feed, eating as much as they want, with crushed egg shell supplemented. They have had a light in the coop all winter and are allowed out on mild days. My step-grandfather suggested apple cider vinegar in their water, which I've been doing for 2 weeks. Unfortunately, for the time being they have to bunk with my geese and ducks, but there are plenty of places for them to nest out of reach of the larger birds. DH thinks we should stew the lot of them and start new. Any suggestions would be very, VERY welcome...
