Hay or wood shavings

We started a vegetable garden this spring. To the soil we added turkey litter. I am not positive the litter was completely composted, but it is from our brooder houses (baby birds) and contains maybe 70% shavings from the house floor. My problem is that tomatoes seem to be at a stand still. Very slow growth and many have died others have blooms at 5 inches tall. Cucumbers, lettuce and squash looked good until we got a day of rain. The plants seem to have wilted after the rain. The soil around the tomatoes is very dark on the top and I feel like I need to add a dry material to improve the drainage, add air to roots and possibly dilute the turkey litter. What we have freely available is fescue hay that has been left in the field all winter or has been under a tarp or fresh wood shavings. Does anyone have suggestions?
