What's eating pepper & tomato plants?

One somewhat large pepper plant in my garden has been losing leaves gradually -- one gone today, another tomorrow -- until it only has one leaf left. (I noticed a leaf taken in the middle of the day). Some pepper seedlings have disappeared too, and something ate up a tomato plant I put out just yesterday afternoon. I'm not sure if I should be looking for slugs or cutworms (or birds?). I put sticks next to the stems of the plants so cutworms couldn't wrap around the stems and eat them, but something is getting to the leaves and snipping them right off. My lettuce and other plants aren't affected.
