Requirements for a french drain used for surface runoff ?

I have been reading that for a true french drain the pipe has to be buried deep enough that it reaches the water table, otherwuse groundwater wont rise through the bottom facing holes. Is this true ?

Can I use a french drain kind of thing with holes all round to catch surface water from my large expansive driveway ? I plan to edge my driveway with lots of gravel and lay the pipe underneath it. This should work right ? Ideally I'd like to have a linear drain to catch surface runoff but I cant afford to pay anyone just yet!

I've also been reading that there can be too much of a good thing and that french drains can dry out the soil around so much that it can cause the foundation to settle ? Is this a common occurence around the pacific northwest ? Is there anyway I can check for it ?

BTW I am in the Seattle Washington area.
