Carrots and Onions spacing

I plan on doing a small plot of carrots and onions in my community garden. I've dug, and redug, and dug some more, and for the most part my soil is sandy, but the deeper I get the more clay like the soil becomes. I pulled out some large rocks, but there weren't as many as I expected to find. I bought some edging to create a very small plot (2x2 but if this is too small I can pick up some more) and will add a few more inches of depth. I haven't measured yet, but I think I have at least 8" of soft soil once I top off the edging.

I read that carrot rows should be spaced at least 15" apart from each other, but if I plant onions with the carrots how far apart should I space those rows?
