Need help with Up side, Down side, Garden

I just had some major terrancing done, which ran into troubles, and I have run out of money. But before the budget busted I had a hole dug for a pond with the idea of it being the center attraction. However I have run out of money for this project. The hole is 16 feet wide at the top 12 feet at the bottom,it is 3 feet deep. Someone suggested a sunken garden on the pond forum but I don't think it is wide enough at the bottom to be a sunken garden. I was thinking I could put a vanishing pond,or waterless waterfall feature in the center of the bottom, like a hidden spring but I would have to fill in the bottom about 18 inches to make that work. If I fill the bottom you would only have to step down two steps. I think I would also have to put up a fence or hedges to keep people from falling into the pit. I like a more formal or zen feel to my garden verses a garden cottage look. OR MAYBE, you all have a whole different take on my upside down garden idea. Please help me! Maggie
