On the plants only or stretching from one branch to another? If the later don't worry about it. Zillions of web spinners set up shop on our plants and they are almost all good guys.

Sounds fungusy or certain aphids to me. Can you get a magnifying glass out there to look at it closely? Get close enough and you can see if its with or without bugs/spiders.

Hmmm, I don't have a magnifying glass. I'll try to take a close look and see if I can figure it out. I'm not sure what tomato plant stems are supposed to look like. This is my first time gardening.

Right after I put Bone Meal in my tomato soil, the Bone Meal in one of them molded up like frickin within a few hours! Ugh...I buried it in the soil better & put the plant closer to the sun (more sunny location on my balcony). I hope this addition doesn't end up hurting the plants because of this white fungus it grows so rapidly.

I recommend you look at some tomato plant pictures on the internet. Look at picts of healthy ones so you know what you should be seeing when you look at yours. I think your brief description of "white hairs" is perfectly normal.

My tomato plant has it's own little white hairs on the stems. If your leaves are curling and there's actual webbing on leaves, you might have spider mites? I recently lost a plant to spider mites. The whole plant became one giant spider web before I realized there was a problem. It bloomed up nicely and looked healthy and bam one day just a cobweb.
