Pepper Germination Problems

Over 2 weeks ago I started a bunch of different pepper seeds and as of today, only about 10% have come up. Here's what I did, maybe you can tell me where I went wrong:

1) Filled the seed cups with potting soil and watered

2) Added 4 seeds per cell, just below the top and covered lightly with more soil

3) Lightly watered

4) Covered with plastic wrap, bottom watered and placed on a heating pad under lights

Here's what I planted:

I'm not so concerned about the Yellow Star as they were a free trail packet from Baker Creek, but I was hoping to get a lot more plants going, especially the Marconi Reds which I have nothing so far.

There's one more detail - I was going away for a week about 5 days after planting and I had a neighbor look after them. I asked him to bottom water and remove the plastic after a few days. When I got back the tray was at least half filled with water and the soil looked VERY moist.

Anyhow, am I doing something wrong here? Should I try to germinate some need seeds in paper towels and transplant them? Any other ideas or suggestions?
