Seed vitality - floating not always a good indicator?

I'm pre-soaking my seeds (peppers/tomatoes/eggplants) in water. I always thought that if the seed stays a float on top near the surface that the seed was sterile and no good? With my tomato/eggplant seeds the majority if not all have sunken to the bottom. However with my pepper seeds (from sweet-mild-hot) it seems like the majority of them are floaters.

So my question is, is floating a valid test for seed vitality, especially with pepper seeds? Maybe I just got a bad bunch of seed and need to throw in more...
