soil depth with sowing veggie seeds

I know that some seeds have to be sown shallowly with their depth cause they need light to germinate. Others should be sown deeper.

I have a theory but I could be wrong. If a seed is small does that mean you should make the soil depth more shallow?

If you make the soil depth to deep when you plant small seeds will they take longer to germinate as a result?
