Brussel Spouts - Long Island Improved seeds

Hi all brand new to seeding, other then my peppers and tomatoes that I have started in the past few weeks and being new I have some questions

My questions are these.

I live between Phiadelphia and Princetown, Nj in zone 6, when is it safe to put Brussel Sprout seedlings outdoors, I was told that it is a cool weather plant and can handle frost?

Do they need as much sunlight as tomatoes and peppers?

How far should I space them?

I read somewhere that it is indoor/direct so, so in that case do they need to stay indoors for 6-8 weeks or germinate them indoors and plant them halfway?

Sorry for so many questions. I plan on growing the seeds in Jiffy peat pellots with dome on then put them under my Hydrofarm Grow light. The generic package just says they will grow about 1' sprouts and it is heave yielding and ready in 90 days.
