Tomato Seedlings--Top Off the Pots?

I have some really strong tomato seedlings that I've started indoors under an HID system. I planted in 4" Jiffy pots and unconsciously only filled them half way. The seedlings are developing their first set of true leaves at this point. The cotyledons are falling off, and there's about an inch and a half/ two inches between the soil surface and the first true leaves.

Question: can I add a more potting mix to the existing pots up to the first true leaves now? Or should I wait? I thought I read on this forum that some folks actually do this to develop more roots before transplanting to larger pots (which I plan to do).
