I've trained a trumpet vine along a similar fence, and had considered doing the same with wisteria. The primary downside is getting to your neighbor's side of the fence to trim and train :-)

William Baffin will require little care. The fence, however will need to be rebuilt within a few years. Two William Baffin literally ate my sit down trellis. I planted one on each side and attempted to keep them pruned to 5 canes. It was a wasted effort. After a few years, I ripped them out with great difficulty. It was like removing huge fruit trees. And the deep roots that got left behind continued to grow into plants for the following 2 years. Then there will be the blood letting that happens whenever anyone gets near the rose and it's vicious thorns. Definitely one to avoid in my opinion unless you never plan on getting close to the rose. I would plant the catmint "underneath" the fence so it looks good from both sides of the fence. I would plant enough to make an edge like the above picture. I suppose if you want to add the climbing rose you could do so but i'm not sure you need it. I have a split rail fence and i also am planning on planting catmint as seen above. I love my catmint i have in my yard. it's beautiful land drought tolerant. I suggest maybe adding it to your other flowerbed as well.

Some 25 years ago I erected a three rail split rail fence with wire screening - my back yard, About three hundred feet, three gates, all by hand and I was the only worker. I dug each post hole with Fence Post Hole Shovel. I painted red rings around each handle so I knew how deep to dig and I did not have to use a tape measure for depth. The depth was that which I needed for the post plus about 4 more inches. This was to accommodate a flat stone that I lay in the bottom of the hole to set the post on. I mixed concrete and shoveled it in for maybe ten - twelve inches and filled the rest with soil and any rocks that I had. Plumbed the post and supported with lumber. Went on to the next hole and repeated. Would do this for a half dozen or so posts, and then drink beer and wait for the concrete to set up over night. Next day, erect the rails between posts and then dig as before for more posts. It worked fine and the neighbors agreed I had earned all the beer I drank. 25 years later I'm seeing more and more of the posts rotting out, typically at ground level. If this helps, I've got some more tips for you. However, I'm sure there are some folks here with much more experience than I have!
