I don't know about raspberries, but I have clay soil too and did raised beds for strawberries. The trick (in my opinion) is to double dig the beds first, then mix in some good topsoil and compost. I wouldn't just do it on top of the existing sod... take the time to start it out right from the beginning, it will be worth it! Double digging is hard work but it makes for really really great soil, especially for something like strawberries that needs good drainage. Hope that helps!

If it's growing that short on its own and the whole stand is that short it's not Phyllostachys aurea - unless the stand was cut to the ground recently. Maybe it's a Pleioblastus, with golden leaves. These have big leaves relative to the slender stems and may become temporarily flattened when dampened by watering or rainfall.

Yes you can. The plants will likely sprout roots on the buried portion of trunk. That's a good thing. Raised beds are one of the best solutions to low wet spots for most fruit trees and bushes.
