What causes zinnias to produce single flowers?

I grew two kinds of zinnias this year, Big Tetra and Giant Lavender Gem. Both were direct-seeded, the Tetras in the ground and the Lavenders in a container.

The Tetras are doing great, but the Lavenders look leggy and their flowers are singles, not the fluffy doubles pictured on the seed packet.

I've read that transplanting zinnias can have this result, but that doesn't apply here. Might it be a watering issue?
