Four O Clocks (Mirabilis Jalapa) falling over when it rains

Hi, I have plenty of four o clocks planted. SOme big and some small. The small ones that I started from seed this year just aren't growing fast. Others that I planted from seed are larger. Why, I just don't know. I'm planning on moving them for one, but would like to know the best time to do this?

My other question is why, why, why are some of them falling over? They only fall over when it rains. Does this mean they have weak roots or what? Some the same size stay standing. Did I just not plant them deep enough or what? I just don't understand why they would fall over during hard rain but others stay standing.

One of the ones that fell over is my favorite one. I just don't want to lose it. I stalked it with a large stick, but the stick is just barely touching one leaf and it stands with that little bit of support. What's the deal with that?
