You need to replant....most tulips don't last more then 2 years.....and especially those in an area that you water a lot because it also contains other plants.
Plant new ones this fall.

When you buy bulbs, they were grown under the best conditions, and they are programmed, so to speak, to bloom, no matter how bad you treat them. If you, in turn, don't treat them to ideal conditions, the results will be poor. They must be fed bone meal, fertilizer, etc. to get the same results.

Did you plant them deep enough??? Verses the instructions???

When you see them starting to come up put a bloom booster plant food on them. I use Miracle Grow Bloom Booster.

In fall give them a time released plant food. Bulbs are pretty resilient. Unless you have grubs or did not plant them deep enough to survive the cold. Cover them with mulch in the fall to give them a "blanket", of sorts against the cold.

What is your soil like??? Even though bulbs will grow in the worst soil with virtually NO CARE..To get the best results you need to feed them.

Have you dug up the bulbs and looked at them?? Are the bulbs in tact, or gone, or rotten??? Are there any bugs in the soil??? A time released insect killer is a good idea also.

I think you should plant perennials instead of annuals..Day lily or Hosta depending on the sun exposure. Day lily is better because they root near the surface..Do day lilies survive winter up there??? If you must have lots of flowers, all summer Black Eyed Susan can work also.

The tulip problem is almost for sure a climate issue. Tulips originate (for the most part) from cold winter and hot dry summer regions like Turkey. They suffer in wetter cooler climates because they don't have the hot summer bake they require. The Dutch growers lift their tulip bulbs as the foliage dies down and store them for the summer to simulate the hot dry summer required. It's easier to provide the correct growing environment in central North America as long as the garden is not watered in the summer.

Daffodils can have particular cultural requirements as well. Fortunatly, there is a daffodil for every climate...cool moist ones, dry hot ones, etc. You may have planted a variety that was also better suited to a hot summer baking?
