Tulips in containers-water or not?

I've got a very large container that I have planted in layers with tulips about 6 inches from the top and crocus about 3 inches above that. I planted them in late fall and only added enough water to tamp the soil down, and never watered them again. I remembered reading somewhere that they should be left dormant to chill over the winter until they were ready to grow in the spring. Well, sure enough, a few weeks later they were sprouting! We had a fairly mild fall/early winter here in DC, but now it's been consistently below freezing at night for over a month and I have a container full of bulbs with shoots about 2" tall that I'm not sure what to do with. I have covered them with mulch to try to keep them from freezing, but I'm confused as to whether or not I should give them any water. One half of my brain says no, because the water will freeze at night and kill them, but the other half of my brain says they're already growing and logically need at least a little bit of water. HELP!
