New to Southern California and New to Balcony Gardening, Advice?

Last summer I moved to Southern California, leaving behind my garden, but the desire to have plants around me is still very much a part of my life. The problem is that Western Washington climate I'm familiar with is significantly different than the Inland Empire climate here. I'm also used to the relative ease of backyard gardening, especially when it comes to soil choice and spring rains.

Digging through the forums, I think I have a balcony that would be conducive to growing plants. I have a West facing balcony with metal railings that allows light in for most of the afternoon.

I would like to plant a tomato plant, a few herbs, and maybe some peas and carrots. Would these work? Would they get scorched in the heat? Are there any recommendations for containers or soil?
