My neighbor showed me the damage she did to her peonies when she sprayed Round-Up to kill weeds nearby. The tips were COMPLETELY WILTED & brown and NOT reddish like Rose rosette Disease (RRD). Soil on the East coast is older soil (reddish brown) and less calcium than soil in Illinois. I used to live in CT for 1 year and there were lots of red-cliffs while driving through the area. Here in Illinois we have black clay (newer soil & rich in calcium). My clay is black & alkaline and I'm next to a limestone quarry. But near trees' roots the soil is loamy & acidic since the trees steal alkaline minerals (calcium & potassium & magnesium) and the tree roots produce plenty of acid to go through my rock-hard black clay. Roses consume lots of calcium for thick canes & leaves. I constantly have to lime the heavy-bloom producers before heavy rain, otherwise their shoots wither & curl up. RRD has a witches broom look to the new growth at the top. I think it could be midge disease that you are describing. Roundup can cause the look of rose rosette disease. I have seen RMV (rose mosaic virus) cause the curled-up look to leaves. It is very difficult. I think you need to consult your local rose society of ARS and ask one of the consulting rosarians (it's cheap, it's free) to look at your rose and make that determination.
