Paint the walls the same white as the cabinets. Take a drawer face to the paint store : )

Anything will be better than what is there - then start a piggy bank for whatever changes you want in the future.
Do not waste a thin dime on wallpaper. It is a kitchen in need of a rip.
Please lose the ceiling fan for just a light if you can, and find some nice black and white runner rugs to obscure the orange floor a bit: )
Since you have the holes, I suggest you place the pictures there and move the footstool elsewhere to live a bit with them in place. It may be that you’ll conclude that it looks better with just four pictures, but it’s worth a try since you already have holes to repair! Good luck!
